Our client is seeking a Planning Manager - Surveying to join its technical management division in Warrington, Cheshire. \n\nThis role is pivotal in ensuring the accuracy of lifecycle planning and contractual compliance across a diverse portfolio.\n\n The Role \nAs the Planning Manager, you’ll:\n \nValidate condition survey data: Review, challenge, and validate structured asset datasets, condition grades, and replacement assumptions across a diverse portfolio of assets. \nReview survey outputs: Interrogate survey conclusions to identify gaps, anomalies, or quality concerns, ensuring all data is consistent, version-controlled, and fully auditable.

\nEngage with FM providers: Work closely with external providers, surveyors, and subcontractors to enhance the quality of submissions and actively educate stakeholders on survey standards and contract expectations. \nSupport lifecycle strategy: Ensure all lifecycle assumptions are reasonable and evidence-based, applying sharp commercial judgement when reviewing survey recommendations and assessing fair wear and tear liabilities. \nMonitor survey timelines: Support the wider planning team in coordinating condition surveys across multiple projects, helping develop CSIGs / Survey Scope of Services documentation, and proactively addressing any program delays.

You \nTo be successful in the role of Planning Manager, you’ll bring:\n \nA background in Building Surveying or related fields: Technical experience within Building Surveying, Asset Management, Technical Estates Management, Lifecycle Planning, or Hard FM (suitable for professionals with 3–5+ years of experience). \nStrong commercial awareness: The confidence to challenge technical information produced by other experienced professionals, negotiate with stakeholders, and interpret long-term asset liabilities. \nExcellent communication skills: Exceptional stakeholder management, facilitation, and relationship-building skills, with the ability to act as a trusted technical authority.

\nAbility to interpret datasets: Proven capability working with structured asset data, asset registers, condition data, and lifecycle assumptions with a "super nerd" attention to detail. \nFamiliarity with PFI/PPP contracts: An understanding of PPP/PFI contracts, infrastructure contracts, or long-term asset management obligations. An MRICS qualification and sector experience in Healthcare, Education, or Custodial estates are highly desirable.
